The English National Concessionary Pass (Disabled Person’s Free Travel Pass) gives disabled people free travel by bus anywhere in England during 'off-peak' times - between 09:30 and 23:00 Monday to Friday. All day at weekends and on public holidays. 

Additional Benefits for West Midlands Residents

Residents of the West Midlands are also entitled to:

  • Free local train and metro travel during the above times, as well as extended travel beyond off-peak hours.
  • This includes the last service of the day on all buses, trains and metro in the area. For 24-hour services, end of daytime service will be defined as 23:59.


Need to travel before 09:30?

You can now travel before 09:30 Monday-Friday for £1 single-fare on National Express West Midlands buses. You can purchase this ticket from the bus driver by presenting your pass and asking for a £1 single-journey ticket.

If you need to travel frequently before 09:30, you can buy a pre 09:30 add-on ticket.

Disabled Person's Free Travel Pass Conditions of use

Are you eligible ?

The Transport Act 2000 sets out seven qualifying conditions for disability passes and your disability must be long-term or expected to last at least 12 months.

The seven categories are:

  1. Registered blind or partially sighted
  2. Severely or profoundly deaf
  3. Without speech
  4. Disability or injury which has a substantial and adverse effect on ability to walk
  5. Loss of the use of both arms or without arms
  6. Learning disability
  7. Would be refused a driving licence on the grounds of medical fitness, for example:
  • Uncontrolled epilepsy
  • Severe mental disorder
  • Liable to sudden attacks of giddiness or fainting
  • Established dementia conditions
  • Inability to read a registration plate in good light at 20.5m (with lenses)

How to apply

If you think you're eligible, follow the steps below

  • Step 1 – download and complete the application form.

You should carefully complete all relevant parts of the form, including your GP contact section and to sign and date the form. If someone, such as a care worker or family member is completing the form on your behalf, they will also need to sign the relevant section.

  • Step 2 – post your completed application form along with the supporting evidence.

Before you post your application form to us, please make sure you have completed the following;

  • read the guidance notes 
  • included a recent colour, passport-style photograph
  • provided supporting evidence with you application (see guidance notes for details on what this can be)
  • included proof of address with your application
  • Marked clearly on the form (with a tick/cross in the relevant box) the category/s you wish to apply for (you can apply for more than one category if you feel you meet the qualifying criteria, and can provide the required evidence).

Please note, you should not send original copies of evidence or proof of address. Please only send photocopies and retain the original copies. Due to the sensitive nature of customer information that we handle, any documents sent to us will be securely destroyed after we have finished assessing the application.

What happens next?

Once we have received your application, it will be assessed within 6 weeks from date of receipt – providing you have submitted all the relevant information with your application.

During the assessment process there may be a requirement for us to contact you to request additional information regarding your condition or to attend a mobility clinic. If we do need to contact you, we’ll get in touch through your preferred contact method.
